HEY CREDIT UNION COMES TO HESSLE

We are delighted to announce that HEY Credit Union, the region’s leading not-for-profit savings and loans co-operative with over 16,000 members, is about to launch its latest Credit Union access point in Hessle, East Yorkshire.

 Starting on Tuesday 4th April, HEY Credit Union’s friendly team will be present inside Hessle Town Hall in South Lane (HU13 0RR) every Tuesday morning from 10 am to 12 noon.

Anyone in the Hessle area is welcome to pop in and find out more about the range of services the Credit Union offers to help people make the most of their money.

John Smith, one of HEY Credit Union’s founders who grew up in Hessle, is working with the local team to get their latest venture off the ground.  He explained:

DON'T LET YOUR HEDGE BE A HAZARD

Overgrown hedges and trees

Hessle Town Council would like to remind residents to trim their own private hedges which overhang boundaries, paths and roads to prevent them from causing an obstruction.  Experts recommend avoiding hedge cutting during the main breeding season for nesting birds, which usually runs throughout March to August each year.  This can be weather dependent and some birds may nest outside this period, so it is important to always check carefully for active nests prior to cutting.  The best time for trimming is late winter or early spring.

The East Riding of Yorkshire Council’s Streetscene enforcement team have said that overgrown vegetation can become a nuisance or even a danger to pedestrians, cyclists and drivers if it overhangs, obstructs or blocks visibility on the public highway and can be a particular problem for individuals who are visually impaired or residents with prams and pushchairs and people in wheelchairs, who need a clear pathway of adequate width to pass.

Visibility for traffic around junctions is especially important, so any vegetation which obscures traffic signs or blocks street lights needs to be maintained by regular trimming back.

Even small overhangs can accelerate the deterioration of a road or pavement surface by preventing it drying out and encouraging moss growth.  Overhanging shrubbery can also be an obstacle to routine road maintenance work, such as sweeping, grass cutting, litter picking and resurfacing because machinery cannot get to the edge of the highway.

Last year East Riding Council dealt with over 280 reports of overgrown vegetation.

It is hoped that a reminder to residents will reduce this number, prevent accidents and help keep Hessle looking tidy.

East Riding Council have a duty and it is an offence under the Highways Act 1980 to allow hedges and shrubs to obstruct the highway.  Nobody wants to write to people reminding them of their legal responsibilities, but the East Riding Council Streetscene Enforcement team will first approach residents with a polite request to trim overhanging vegetation and if no action is taken, it can serve a 14-day notice requiring the work to be carried out.

If all warnings are ignored, East Riding Council may carry out the work itself and recover all expenses from the resident, through the courts if necessary.

The council is not able to offer this as a service to residents.  The cheapest solution is for residents to cut back the greenery themselves, ask someone they know to do it or employ a gardener.

East Riding council’s grounds and forestry teams trim vegetation on council and public land.

It is important that paths and roads are kept clear for everyone to use without any obstructions.  Overgrown hedges can force pedestrians out into the road and can even cause injuries to people.  So home-owners, tenants and land-owners need to be aware that the responsibility lies with them and we would like to encourage residents to take appropriate action if they own overgrown foliage.
